Response figures

We received 166 responses to this consultation. Of these:

  • 154 are Buckinghamshire residents
  • 48 work in Buckinghamshire
  • 10 represent local businesses
  • 17 represent community groups
  • 30 are elected representatives

Support and opposition

  • 86% of respondents support the Council introducing a Vehicle Removal Policy
  • Of these, 23% asked for wider enforcement action - mainly removal of vehicles that block pavements.  Currently, footway parking contraventions outside London are not subject to civil enforcement unless a Traffic Regulation Order is in place. The Council therefore has no powers to enforce against this activity at the moment.
  • 12% of respondents were neither for nor against the Policy but provided impartial feedback
  • 2% of respondents were opposed to the Policy

Decision

The Council Leader and Cabinet Member for Logistics approved the adoption of the Vehicle Removal Policy and the formal decision was recorded on 18 March 2021. A removal and storage contract will now be put in place.

We aim to undertake a fair and transparent approach to the removal of vehicles.

This proposed council policy sets out in which circumstances we will remove parked vehicles that contravene on-street parking restrictions and take them to a secure vehicle storage facility.

These circumstances include:

  • parked vehicles that cause a serious obstruction to emergency services and other road users
  • vehicles parked in a disabled-person’s parking bay without displaying a disabled blue badge
  • fraudulent use of a disabled-person’s parking blue badge (whether it is genuine or counterfeit)
  • persistent evaders - where there are five or more recorded parking contraventions for the vehicle and the penalties for these have not been paid.
  • fraudulent use of a Buckinghamshire Council pay-and-display parking ticket, parking permit or voucher (including cashless parking and virtual permits)
