Local Transport Plan 5 consultation

We want to hear your views on the draft Local Transport Plan 5 to help us shape the final version of the plan.

The new Local Transport Plan 5 (LTP5) will outline our vision, objectives and policies for transport to 2045. LTP5 will be used to guide all future work on transport, including strategy development, bidding and scheme development. LTP5 is supported by supporting strategies which provide more detail about specific topics. 

This consultation focuses on the transport policies included in the draft LTP5. The policies will be used to guide future transport work in Buckinghamshire and set out the principles to guide how we deliver our vision and objectives for transport in Buckinghamshire.  

Where further detail is required, this will be provided in supporting strategies. Our first updated supporting strategy is the draft Freight and Logistics Strategy. The draft Freight and Logistics Strategy has been published alongside the draft LTP5 and is included in this consultation. Further supporting strategies will be developed following approval of LTP5.  

Why we need a new Local Transport Plan

Local Transport Plans are a statutory requirement of the Transport Act 2000. Our most recent LTP (LTP4) was published in 2016 under the former Buckinghamshire County Council. 

Work to develop LTP5 commenced for a number of reasons, a key factor being the opportunity to align with development of a new Local Plan for Buckinghamshire. The new Local Plan will set out the vision and policy framework for future growth including housing and employment development in the county. Alignment will ensure consistency between policies. 

LTP5 is also needed to ensure the Council have an updated transport policy framework. LTP5 considers changes to travel patterns since 2016, will ensure local priorities are supported and will better support future bidding and funding opportunities.  

What we have done so far

Initial LTP5 development work began with an evidence review in early 2023. This understanding was used to develop a draft vision and three objectives. A joint public consultation on the LTP5 and Local Plan vision and objectives was run between April and June 2023.  

Analysis of the consultation results showed that the majority of the respondents agreed with the draft vision and objectives. The feedback received has been used to revise the vision and objectives included in the draft LTP5.  

Following the vision and objectives consultation work on LTP5 was paused. This was due to uncertainty about the publication of new LTP guidance from the government. Due to the need to align with the Local Plan and develop an updated LTP we continued with development of LTP5 in early 2025.

What happens next 

We will use the feedback you provide in this consultation to develop an updated version of LTP5 and the Freight and Logistics Strategy. The amended LTP5, Freight and Logistics Strategy and supporting documents will then be submitted to the Council’s Cabinet for adoption in Summer 2026.
