Our policies in this section seek to support our public transport network and ensure travel by public transport is a viable and attractive option for residents.

This section of the consultation asks for your views on:

  • bus services (questions 1 to 4)
  • rail services (questions 5 to 8)
  • mobility hubs (questions 9 and 10)
  • hackney carriage and private hire vehicles (questions 11 and 12).
1. Policy PT1a states that we will assess and prioritise each of the proposed bus improvement schemes to ensure that we deliver the Buckinghamshire Bus Service Improvement Plan (BSIP) vision. To what extent do you agree or disagree with this policy?

The Bus Service Improvement Plan (BSIP) represents Buckinghamshire Council’s plan to establish buses as a key travel mode in Buckinghamshire, providing connectivity and accessibility to all with safe, reliable, and regular bus services. It is our response to the National Bus Strategy ‘Bus Back Better’, published in March 2021 that sets out national priorities to improve bus services in England and requires all local authorities to create a BSIP.

2. Policy PT1b states that we will commit to keep our BSIP up to date to reflect changes in the transport landscape and the evolving needs of the community. To what extent do you agree or disagree with this policy?
3. Policy PT1c states that we will make the most of new opportunities and technologies to ensure that our bus services are accessible and a benefit for all. To what extent do you agree or disagree with this policy?
4. Policy PT1d states that we will work in partnership with bus operators through the Enhanced Partnership to deliver bus service improvements. To what extent do you agree or disagree with this policy?

Buckinghamshire's Enhanced Partnership (EP) is a collaboration between Buckinghamshire Council and local bus operators, established under the national 'Bus Back Better' strategy, to deliver improvements outlined in the BSIP using Department for Transport (DfT) funding

5. Policy PT2a states that we will continue to collaborate with our partners and key stakeholders in the rail industry to lobby the government to invest in the delivery of a new rail corridor through Buckinghamshire and ensure the county's interests are represented in planning decisions and consultation processes. To what extent do you agree or disagree with this policy?

The proposed rail corridor through Buckinghamshire consists of a rail link between Northampton, Milton Keynes, Aylesbury, High Wycombe and Old Oak Common. This strategic link, particularly the Aylesbury-Milton Keynes connection, supports growth by providing direct access to jobs, improving connectivity for communities, and unlocking capacity on other main lines.

6. Policy PT2b states that we will continue to engage with external partner organisations in workshops and forums for ongoing rail projects like East West Rail and HS2 to ensure local issues are addressed and they create a lasting legacy for our communities. 7. Policy PT2c states that we will support plans to reduce emissions from train services. To what extent do you agree or disagree with this policy?

Measures to reduce emissions from train services include:

  • efficiency improvements in diesel operation
  • the deployment of battery/hybrid trains
  • overhead line electrification
  • encouraging the trials of new zero emission trains in the county.
8. Policy PT2d states that we will work to improve access to train stations and integrate rail with the wider transport network. To what extent do you agree or disagree with this policy?
9. Policy PT3a states that we will promote the delivery of a cohesive network of mobility hubs at transport interchanges and through new developments. To what extent do you agree or disagree with this policy?

11. Policy PT4a states that we will work with stakeholders and operators to deliver a safe, accessible and high-quality hackney carriage and private hire service. To what extent do you agree or disagree with this policy?
