We asked
Our Post-16 Transport Policy Statement sets out transport arrangements for students aged 16 and over. It specifies the arrangements for transport that we consider necessary to facilitate attendance.
We must review and consult on our Post-16 Transport Policy Statement each year.
For the 2022 to 2023 academic year, we proposed:
- to update the wording of the Post-16 Transport Policy Statement to make it clearer to parents
- a small increase in the annual fees and charges in line with inflation
We consulted on the draft Statement from 18 October to 29 November 2021.
You said
We received 11 responses to the consultation.
10 were parents or carers of young people aged 15 or over in education. 1 was a special school head or teacher.
9 respondents commented on the proposed changes. Feedback was focused around not increasing the contribution charge and the affordability of the charge for low-income families.

We did
On 31 March 2022, the Leader of Buckinghamshire Council agreed the:
- annual Post-16 Transport Policy Statement 2022 to 2023 - having considered consultation findings
- annual fee for Council organised transport element for post-16 SEND students to be set at £927 for the 2022 to 2023 academic year
- reduced fee for demonstrated financial hardship to be set at £618 for the 2022 to 2023 academic year
- Both fees to be applied on a pro-rata basis according to the number of days travelled
The Statement will apply to all young people who will be aged 16 and over from September 2022.
Overview
We are proposing to update our Post-16 Transport Policy Statement. These updates are intended to provide clarification and more detail to some parts to make the Policy Statement easier to understand.
We are consulting on the proposed updates, and we will publish any changes we make to the Post-16 Policy Statement following this consultation in April 2022.
The updated policy will apply for the academic year 2022 to 2023. The new Policy Statement will apply to all pupils and students, including those with existing transport arrangements.
Post-16 Transport Policy Statement
Our Post-16 Transport Policy Statement sets out transport arrangements for students aged 16 and over. The Statement specifies the arrangements for transport that the council considers necessary to make in order to facilitate the attendance of sixth form students receiving education or training.
We are proposing to update the wording of the Post-16 Transport Policy Statement to make it clearer to parents by providing clarification and more detail to some parts of the Policy Statement.
We are also proposing a small increase in the annual fees and charges in line with inflation. We currently spend a significant amount on Post-16 Special Educational Needs and Disabilities (SEND) transport and these costs are rising every year.
The annual fee for council-organised transport is a small contribution towards these costs.
We are therefore proposing a 3% inflationary increase, based on Retail Price Index (RPI) as at September 2021, to the annual fee for Post-16 SEND council-organised transport from September 2022. This will increase the annual fee from £900 to £927 (£600 to £618 for the reduced fee) for the 2022 to 2023 academic year.
The proposed changes are highlighted in yellow in the Draft Post-16 Transport Policy Statement document.

What happens next?
All consultation feedback will be carefully considered, and we anticipate that in March 2022 the Cabinet Member for Transport and the Leader of the Council will consider the consultation findings and decide on the proposed changes.
We will publish the new Post-16 Transport Policy Statement in April 2022 and it will apply to school transport from September 2022.
We will contact key stakeholders to inform them about the decision and we will publish details on this webpage.
