Poplar Way & Willow Lane, Ickford - Proposed 30mph Speed Limit

Overview

Buckinghamshire Highways are proposing to introduce a 30mph speed limit along Poplar Way and Willow Lane within the Deanfield Park development in Ickford.

We are asking you for your views on this proposal.

Background

Deanfield Park is an new development in Ickford with around 70 residential properties, connecting with Worminghall Road forming its western border (Figure 1), the location in Ickford near the border with Oxfordshire, provides access onto the A41 Oxford Road, allowing easy travel to the M40 at Junction 8A.

Our proposal

The proposal is to introduce a speed limit of 30mph on both Poplar Way and Willow Lane.

The reason for this proposal is that the development has been designed to have minimal street lighting (a policy known as 'dark sky''). However, this means that the speed limit would default to National Speed (i.e., 60mph for single - carriageways). As set in the Road Traffic Regulation Act (RTRA) 1984, a restricted road is defined as follows:

"[...] there is provided on it a system of street lighting furnished by means of lamps placed not more than 200 yards [183 metres] apart;"

In addition to the above, Section 81 of the aforementioned Act refers to the following:

"It shall not be lawful for a person to drive a motor vehicle on a restricted road at a speed exceeding than 30 miles per hour."

As the roads, which are within the development, do not satisfy the provisions set out in Section 82(1a), and would therefore be unrestricted, the solution is to introduce a Traffic Regulation Order (TRO), thereby restricting the roads to 30mph.

This would be then be enforced by repeater signs (where appropriate). The funding of the TRO legal process, the installation of any signage and road markings has been provided by the developer.

What happens next

We will consider your responses and prepare a report which will be reviewed by the Council Leader, who will then make a decision about the proposal.
