Have your say on parking and travel proposals for Winslow - Informal consultation
Overview
We want to hear your view on proposals to manage parking and travel around Winslow.
A new railway station is being built in Winslow as part of the East West Rail project to connect Oxford and Cambridge. The station is expected to open in 2025.
The station will have a car park – this will be run by us.
We want to encourage commuters to use the train station car park and not park in Winslow town centre or on nearby roads.
We have reviewed current parking in Winslow and developed proposals for parking restrictions to help meet this aim and want to hear your views.
We also want to hear from residents, local organisations and anyone planning to use the train station to help us develop further detailed proposals for future consultation.
Proposals for roads near the train station
We are proposing the following restrictions on roads near the train station:
- A413 (Buckingham Road) from north of Great Horwood Road to Seven Gables Farm
- 24 hr clearway (no stopping), verge parking ban and double yellow lines (no waiting at any time)
- A413 (Buckingham Road) from south of Great Horwood Road to existing restrictions in the town centre
- Double yellow lines (no waiting at any time)
- B4033 (Great Horwood Road) from the A413 (Buckingham Road) eastwards to the river bridge
- Double yellow lines (no waiting at any time)
- Furze Lane
- 24 hr clearway (no stopping) and verge parking ban where required

Proposal to change to the speed limit on Great Horwood Road
We will also be consulting soon on a reduction to the speed limit along a section of Great Horwood Road (B4033) in Winslow. The speed limit change is being funded through a Section 106 contribution from the developers of the land at Old Brickyard Farm, Great Horwood Road. The reduction in speed limit and the extent of this change is to be agreed with Thames Valley Police as part of our Statutory obligations under the Road Traffic Regulation Act 1984.
It is anticipated that a formal public consultation on this proposal will take place in the early part of 2024 with implementation later on that same year.
Proposals for resident parking
We are proposing to introduce parking restrictions in Winslow to give residents priority to park.
The restrictions should, at a minimum, consist of small sections of double yellow lines to:
- protect junctions
- protect visibility and safe movement
- ensure passing places are provided in long stretches of parked vehicles
We want to hear what other parking restrictions, if any, residents would like introduced.

Information about Winslow station car park
The station car park will be two-storey with 365 spaces, including:
- 19 disabled spaces
- 13 electric vehicle charging points equating to 26 recharging bays
- 3 motorcycle spaces
- a taxi rank with 3 spaces
Outside the car park will be a drop off/pick up zone and cycle storage for 66 bikes will be provided on the station forecourt.
We are not asking for views on Winslow station car park as planning permission was granted on 17 July 2020 (Planning application 18/04244/ADP).

What happens next
All responses to this informal consultation will be reviewed. We will develop the parking proposals based on what residents and businesses within the area tell us.
If feedback shows people want to change the existing or implement new parking controls, we will begin the legal process to amend the Traffic Regulation Order. This will require statutory consultation in order for a formal decision to be made.
