We are inviting representations on a statutory notice to open a Social Emotional and Mental Health (SEMH) Unit at Broughton Community Schools.

Notice is given in accordance with section 19 of the Education and Inspections Act 2006 that Buckinghamshire Council intends to open a Social Emotional and Mental Health (SEMH) Unit with effect from September 2027 at:

Broughton Junior School, Broughton Avenue, Aylesbury, HP20 1NQ.

Together with the Governing Board of Broughton Community Schools, we have considered the responses to the recent consultation on the proposal for the school.

Proposal to open a Social Emotional and Mental Health (SEMH) Unit at Broughton Community Schools

The Unit would have 16 places for children with Social Emotional and Mental Health needs as detailed in their Education Health Care Plan (EHCP).

The 16 places would be in addition to the school’s mainstream places.

If agreed the Unit would open in September 2027.

What happens next

With the Governing Board of Broughton Community Schools, we will consider all responses we receive.

The Leader of Buckinghamshire Council, with the Cabinet Member for Education and Children's Services, will take into consideration any representations made before making a decision on the final outcome. We expect this decision to be made in August 2026.

If the proposal to open a Social Emotional and Mental Health (SEMH) Unit is agreed, it is anticipated that building works would start in autumn 2026 and complete in September 2027. 

The new Unit would then open in September 2027 but for the first half of the autumn term the school would undertake outreach to the pupils to begin a process of familiarisation ahead of attending the unit. Pupil numbers would be gradually increased each year – until reaching the total capacity of 16.
