Buckinghamshire Homelessness and Rough Sleeping Strategy 2027 to 2032 consultation

Overview

We want to hear your views on the new Buckinghamshire Homelessness and Rough Sleeping Strategy 2027 to 2032. 

We have been working with our key partners to develop the draft strategy that will set the framework for how we address homelessness and rough sleeping over the next five years. We have a statutory duty to produce a Homelessness and Rough Sleeping Strategy. 

Proposed priority areas

The draft strategy focuses on three priorities:

Priority 1: Early and targeted prevention

Identifying those with multiple and complex needs and supporting at risk households with a rapid and effective response to stop homelessness before it occurs.

Priority 2: Management of temporary and supported accommodation pathways

Provide accessible temporary accommodation that is safe, suitable, and used for the shortest time possible​.

Priority 3: Long-term housing sustainment

Support individuals to transition from homelessness and rough sleeping into settled,  affordable homes with the long-term support needed to thrive​.

Across all priorities, the strategy emphasises partnership working, support for vulnerable groups and ensuring that lived experience informs service delivery and improvement. 

To support these priorities the strategy has a comprehensive action plan.

The strategy will be reviewed each year to:

• establish whether the key main priorities remain relevant
• identify any revisions that may need to be made to reflect national and local homelessness circumstances, trends or guidance

We want to hear from anyone with an interest in homelessness and rough sleeping in Buckinghamshire. This includes residents, people with lived experience, housing providers, voluntary and community organisations, health and social care partners, landlords, businesses, and community groups.

Events

We are hosting two drop-in events where you can find out more about the proposed strategy and share your views. Representatives of the council will be attending to answer questions and help gather your views. 

On Wednesday 23 September 2026

• drop-in event from 10am to 12 noon
  • at Aylesbury Library (large meeting room), Walton Street, Aylesbury, HP20 1UU
• drop-in event from 2:30pm to 4:30pm
  • at High Wycombe Library (green and white rooms), 5 Eden Place, High Wycombe, HP11 2DH

What happens next

We will use the feedback to help develop our Homelessness and Rough Sleeping Strategy 2027 to 2032. This will be presented to Cabinet in spring 2027 for approval and adoption.

An action plan will be agreed to support delivery of the priorities and commitments set out within the strategy. 

We will work with partners to develop and implement a Long-term Rough Sleeping Partnership Plan. This will support coordinated action across housing, health, social care, criminal justice, housing providers, and the voluntary and community sector. 

Progress of the strategy and action plan will be monitored and reviewed regularly to ensure that priorities remain relevant, delivery remains on track, and emerging challenges and opportunities are addressed.
