Ivinghoe Freight Zone local access and permit holders restrictions

Overview

We invite your comments on the amendment of the current Traffic Regulation Order (TRO) for the Ivinghoe Freight Zone to allow permit holders to enter and leave the zone.

Please review the background and proposal provided below. We would like to hear your thoughts on our proposal. 

Background

The Ivinghoe Freight Zone was first consulted in 2020 and in 2021, being Buckinghamshire's first freight zone. The zone introduced a 7.5-tonne weight restriction, with exceptions for local access. This means deliveries and collections for local homes and businesses would be unaffected. Heavy Good Vehicles (HGVs) have been encouraged to use the following alternative routes:

  • the B488 and A41 south of the zone giving links into Hemel Hempstead and the M25
  • the B4146 and A505 the north connecting to the M1 and Milton Keynes
  • the A418 making use of the new Eastern Link Road through Kingsbrook rather than the route through Bierton

Phase One was implemented in February 2023. This phase was the installation of signs at all of the entrances to the zone.

Phase Two was the implementation of all advanced direction signs on roads approaching the zone, giving advanced warning to drivers.

Our Proposal

The proposal will amend the existing Traffic Regulation Order (No Heavy Goods Vehicles Exceeding 7.5t Except for Access) to allow those for Local Access and Permit Holders to enter the current Freight Zone. The extents of the zone will not be affected by this proposal.

This would:-

  • facilitate use of roads throughout the zone by those requiring local access and by permit holders, supporting local businesses;
  • it would not open up routes to through traffic, helping identify trucks ‘rat-running’;
  • it would provide the basis on which enforcement of the zone can be delivered in the future.

What happens next

We will consider all comments and review the traffic regulation order before we finalise it.

Signs indicating the zone ahead will be placed in relevant locations to divert HGV traffic to alternative routes and we will monitor compliance with the new freight zone TRO. 

We will also communicate directly with businesses and freight companies to make them aware of more appropriate, alternative routes.
