Rose Farm development, Longwick - Proposed 30mph Speed limit - Your Voice Bucks

Overview

Buckinghamshire Highways is proposing to introduce a 30mph speed limit on all roads within the new Rose Farm development, off Thame Road, Longwick.

We are asking you for your views on this proposal.

Background

Rose Farm is a new residential development located off Thame Road, Longwick, comprising approximately 65 dwellings accessed via Crown Way, Snowdrop Close, Cowslip Court and Primrose Close.

Our Proposal

The proposal is to introduce a 30mph speed limit on the following roads within the development:

The reason for this proposal is that the development has been designed to have minimal street lighting (a policy known as the "dark sky" approach). However, in the absence of sufficient street lighting, the roads would not meet the definition of a restricted road and would therefore default to the national speed limit of 60mph for single carriageway roads. As set in the Road Traffic Regulation Act (RTRA) 1984, a restricted road is defined as follows:

"[...] there is provided on it a system of street lighting furnished by means of lamps placed not more than 200 yards [183 metres] apart;"

In addition to the above, Section 81 of the aforementioned Act refers to the following:

"It shall not be lawful for a person to drive a motor vehicle on a restricted road at a speed exceeding than 30 miles per hour."

As the roads, which will be within the development, will not satisfy the provisions set out in Section 82(1a), and would therefore be unrestricted, Buckinghamshire Council therefore proposes to make a Traffic Regulation Order (TRO) to establish a 30mph speed limit throughout the development.

What happens next

We will consider your responses and prepare a report which will be reviewed by the Council Leader, who will then make a decision about the proposal.
